Our Story

About

The SPCA of Brazoria County is a 501(c)(3) non-profit dedicated to leading Brazoria County to a time when there are no more homeless pets in our community. Founded in 1974, the SPCA-BC has operated the Southern Brazoria County Animal Shelter since 2003. The Shelter is an open admission facility serving the Cities of Freeport, Clute, and Lake Jackson, Texas. The SPCA-BC proudly operates as a no-kill shelter.

 

Our Mission

Education

We believe in promoting responsible pet ownership, teaching children compassion toward animals, fostering a community of support for animal welfare, and bringing animal welfare issues to the forefront of community awareness.

Spay/Neuter

Spayed and neutered pets are healthier, happier, and make better companions. We are committed to providing low-cost, high-volume spay and neuter procedures to our community.

Adoption

Adoptions are vital to our life-saving mission. Every pet deserves a loving home. We work hard each day to find homes for the homeless pets in our care.

Caring Shelter

Every pet deserves a home, but the reality is that there are thousands of homeless pets right here in our own community. We provide shelter, medical care, and a place of refuge for homeless pets as they wait to find their forever homes.

Our Team

TyAnn Sumpter Executive Director

TyAnn Sumpter is the Executive Director of the SPCA of Brazoria County, where she leads operations, programs, and community engagement to support lifesaving outcomes across the region.

Raised in South Carolina, TyAnn brings a strong background in municipal and nonprofit animal welfare, with experience in shelter operations, program development, and systems-building. She previously led statewide efforts supporting shelters across South Carolina, helping organizations strengthen operations and expand lifesaving capacity. Her work focuses on improving animal flow, strengthening community-based programs, that support both staff and the public. She is especially passionate about access to care, intake diversion, and building partnerships that keep pets and people together.

She holds an Associate of Applied Science in Business Management and a Bachelor of Science in Animal Science, with a dual major in Sustainability and minors in Public Policy and Psychology. TyAnn is Fear Free Shelter Certified, holds an Animal Shelter Management Certificate, and is a recipient of the Trailblazer Award in Animal Welfare.

TyAnn is committed to creating a positive experience for every person who interacts with animal services, believing that strong operations and community trust are essential to lifesaving. Outside of work, she enjoys spending time with her rescue dog, Honey, and her two cats, Jasper and Calliope.

Dr. Charles Collins DVM, Medical Director/Staff Veterinarian

Dr. Charles Collins was raised in Angleton, Texas. He earned his B.S. in Biomedical Science and his Doctor of Veterinary Medicine degrees from Texas A&M University. He has practiced veterinary medicine in Brazoria county since 2009. Dr. Collins’ professional interests include shelter and population medicine, preventative medicine, veterinary pediatrics, and a community approach to pet health. He serves on the board of directors of the Texas Veterinary Medical Foundation and on the vestry of St. Timothy’s Episcopal Church in Lake Jackson. He enjoys spending time with his sons Luke and Seth, his rescue dogs Barley and Cookie, and raising Brahman cattle.
 
He is a member of the American Veterinary Medical Association, the Texas Veterinary Medical Association and the Association of Shelter Veterinarians.
